1. Legitimate B2B outreach
Legitimate B2B outreach means contacting relevant business professionals about a genuine product, service, partnership or professional opportunity. Campaigns must target relevant business contacts, not indiscriminately message lists of strangers.
Allowed, subject to applicable rules and recipient expectations:
- Business partnership proposals
- Relevant B2B software introductions
- Professional service enquiries
- Advertising and media partnership enquiries
- Relevant recruitment communications
- Responses to inbound enquiries
- Follow-ups to existing business discussions
- Communications with contacts who requested information or agreed to be contacted
A business topic does not make a message acceptable on its own. Unsolicited commercial messages can still be spam, even when they're professional. Use appropriate contact channels and get permission where required.
2. Prohibited outreach practices
- Mass unsolicited commercial messaging
- Contacting random users who have no legitimate reason to expect the message

- Misleading offers, fake identities or fabricated business relationships
- Messages designed to pressure, intimidate or manipulate recipients
- Scraped contact lists used for indiscriminate outreach

- Attempts to evade blocks, restrictions or moderation

4. Message screening and enforcement
- Approved. The message passes the applicable content checks. Approval doesn't guarantee that the recipient wants the message or that sending it complies with every applicable law.
- Flagged. The message contains ambiguous wording or potentially prohibited material. You must review or revise it before sending.
- Blocked. The message clearly violates this policy. It cannot be sent through the platform.
- Account restricted. Repeated or serious violations may lead to temporary restrictions, suspension or termination of access, subject to our terms and review procedures.
You must not:
- Disguise prohibited offers to get past moderation
- Manipulate messages to evade content screening
- Repeatedly submit blocked content. Repeated attempts may trigger additional restrictions
- Use alternative accounts to continue prohibited activity after a suspension
Moderation decisions are logged where appropriate, and serious violations are escalated for human review.
5. Account protection and Telegram restrictions
- Telegram's terms and restrictions take precedence over our platform's campaign settings.
- Our platform does not authorize anyone to bypass Telegram's rate limits or moderation.
- A campaign limit is not permission to exceed Telegram's restrictions.
- When a restriction or warning occurs, we automatically remove the account from the campaign.
- You must not get around account restrictions by rotating accounts, proxies or credentials.
- You must not use another person's account or credentials to evade a ban.
- You must not conceal automation or misrepresent the purpose of your activity.
- You must not keep sending after receiving signs that your outreach is unwanted.
- We may disable affected functionality when necessary to prevent abuse.
Telegram's Bot Developer Terms explicitly prohibit attempts to circumvent rate limits or moderation, including using other users' credentials to evade restrictions. Sending limits are safeguards, not a way to find out how much unwanted messaging an account can tolerate.
6. AI screening and your data
What we process: the text of messages you submit for use in campaigns.
Why: to check each message against this policy and decide whether it is approved, flagged or blocked.
Who: the text is sent to Anthropic, our AI provider, which analyses it and returns a classification. Anthropic processes it under its commercial terms and privacy policy.
Limits: AI screening can make mistakes. It may flag a legitimate message or miss a violation, and it doesn't guarantee that every violation is detected. You remain responsible for your messages, your contact practices and your compliance with the law and Telegram's terms.
7. Reporting and appeals
- If you think a message was flagged or blocked by mistake, you can ask for a review from the message screen or by contacting support.
- Recipients and anyone else can report abuse to us. Reports are reviewed by a person.
- Recipients who ask not to be contacted are added to a suppression list.
No automation tool can guarantee that every message is permitted or that an account will never be restricted. Telegram keeps control over its own platform, moderation and account restrictions. Read the official Telegram Terms of Service and Telegram Bot Developer Terms.
